Akhtar Shumar belonged to Suhal, a village on Chakri road, Rawalpindi. He
was an educationist by profession. He is a writer and poet of both Urdu and Punjabi languages. He considered himself a poet of Chachi dialect of Punjabi which is a mixture of Saraiki and Pothohari dialects.
